Role Summary:

Reporting to the COO, the Director of Budgets & Contracts will play a pivotal role in OBT’s finance and operations. We are seeking a passionate, detail-oriented leader to oversee our funding portfolio, ensuring efficient allocation, monitoring, and reporting. Collaborating closely with program teams, this role supports compliance, performance tracking, and financial accountability. 

Responsibilities:

  • Develop and implement fiscal contract/grant administration policies. 
  • Navigate and manage NYC, Discretionary, and NYS funding systems (e.g., PASSport, HHS, Grants Gateway). 
  • Co-authorize purchase orders, ensuring procurement compliance. Assist in improvements to the procurement process. 
  • Collaborate with finance, program, and executive teams to establish grant budgets and monitor spending. Meet with program leadership each spring to collaborate on the development of the subsequent fiscal year budget. Meet with the same leaders bi-monthly during the fiscal year to review variance reports and craft budget modifications when necessary. 
  • Manage grant and contract invoicing and collection processes. 
  • Utilize financial software/CRM to report grant fee schedule changes. 
  • Facilitate grant and contract submissions. 
  • Prepare budgets, forecasts, and variance analyses. 
  • Collect performance data from program teams for outcome measurement. 
  • Monitor fiscal contract performance against compliance goals. 
  • Collaborate with program and development teams to organize and track grant progress, submit accurate and timely reports, and support fundraising data management in Salesforce CRM. 
  • Update licenses and permits across funding portals. 
  • Ensure adherence to company and regulatory policies and procedures. 
  • Collaborate with finance team to manage accounts payable processes, ensuring accurate and timely payment of invoices and adherence to procurement policies. 
  • Ensure accurate allocations across payroll, financial, and contract software. Approve personnel changes in compliance with government contracts and budgets. 
  • Coordinate contract audits. 

Qualifications:

  • Proficiency in Salesforce, Microsoft SharePoint, MS Office (Word and Excel), QuickBooks Online, HHS, PASSport, and Grants Gateway. 
  • Strong verbal and written communication skills. 
  • Extensive experience in contract compliance specifically related to DYCD. 
  • Ability to manage multiple projects and prioritize deadlines. 
  • Detail-oriented with excellent research and organizational skills. 
  • Collaborative team player. 
  • Results-driven problem solver. 
  • Bachelor’s degree or equivalent with 5 years of related experience. 
  • Accounting background preferred. 
  • Knowledge of NYC, NYS, and Federal government contracting processes and systems.
